Dave Vorland
Dave Vorland leads the Blue Horizon Project at the Chamber of Progress, a center-left tech industry policy coalition promoting technology’s progressive future. The goal of the organization is to ensure that everyone benefits from technological leaps, and that the tech industry operates responsibly and fairly. As a seasoned national security and communications executive, he brings deep expertise in policy, strategy, and coalition-building to this effort.
Dave served as an appointee in both the Obama and Biden Administrations, most recently serving as Acting Deputy Assistant Secretary of Defense for Space and Missile Defense Policy, overseeing U.S. policies on space warfighting, missile defense, and international partnerships. Previously, as Special Assistant to the Deputy Secretary of Defense, he advised on military modernization, support for Ukraine, and innovation initiatives to strengthen America’s competitiveness and capabilities.
Beyond government service, Dave has led technology advocacy and consulting efforts, including as Executive Director of the Alliance for Commercial Technology in Government, where he advanced policies to bring innovation into federal procurement. Dave holds an M.A. in International Relations from the University of Chicago and a B.A. in Political Science from Iowa State University. He lives in Washington DC with his wife and son.
