Perry World House Announces New Project: Penn International Climate Observatory

Perry World House (PWH) at the University of Pennsylvania announces the launch of the Penn International Climate Observatory (PICO). PICO aims to sustain the engagement of Penn and other U.S.-based researchers in international climate policy and to develop plans to enhance those engagements amid the U.S. government’s withdrawal from the Paris Agreement. PICO will convene key partners at UN Climate Week, COP30, and the World Bank/IMF Spring Meetings, and more.

“At a time when global cooperation on climate is more critical than ever, the Penn International Climate Observatory will ensure that Penn will remain active contributors to international climate policy. We are grateful to the Offices of the President and the Provost for their generous support and commitment,” says Scott Moore, director of China programs and strategic initiatives at Penn Global. 

The project will be directed by Koko Warner, former director of the Global Data Institute at the International Organization for Migration, and longtime friend of PWH. Warner will bring her expertise on climate change risks, impacts, and resilience to her leadership of this project. 

“We are thrilled that Koko Warner has agreed to serve as project director of PICO. Her visionary leadership and unwavering commitment to climate resilience make her the ideal choice to guide this new project toward lasting impact,” says PWH Deputy Director Michael Weisberg.

The project is possible in large part thanks to Penn’s Office of the President and Office of the Provost Draw Down the Lighting Grants, which support the University of Pennsylvania’s strategic plan, In Principle and Practice
